The following is a list of services the Pre-Award and Contract Services department currently provides for the Buffalo State community:
Two programs from InfoEd Corporation assist us in providing you with access to funding opportunities. The database, which is known as SPIN – Sponsored Programs Information Network – is updated daily and can be actively searched at any time. A complementary system known as SMARTS (SPIN Matching and Research Transmittal Service) will send daily e-mails based on a person’s interests. Our office can assist you in accessing these services – please contact us directly to set up an appointment.

Assistance in Proposal Preparation:
Once a funding source has been identified, our office can assist you with:
|NOTE: All proposed grants and contracts must be submitted to the sponsor by the Pre-Award and Contract Services office. Individual departments and/or faculty members are not authorized to send out proposals or sign contracts on behalf of the Research Foundation for SUNY or Buffalo State.|
Some sponsors issue a contract as a result of a proposal submission; other times a faculty or staff member may be offered a contract by an outside agency or company. Contractual arrangements must be approved by the Pre-Award and Contract Services office, following a similar procedure as for standard grant competitions. This includes: a completed and approved routing sheet; a budget for services; and a scope of work detailing expectations. At the time of award/funding, all terms must be negotiated by our office and signed by an authorized representative.
Often a proposal is submitted by two or more institutions – whether universities, agencies, community organizations, school districts, etc. In most instances one of the participating entities is considered to be “prime” and will handle the majority of the submission and be designated to receive the award. Other participating institutions are “subawards” or “subcontracts.” These situations still require interaction with and approval from the Pre-Award and Contract Services office. Please notify us as soon as possible during the proposal phase for guidance.
